Abstract

This doctrinal legal research examines the national legal framework and institutional accountability mechanisms governing general elections in Indonesia, focusing on the protection of citizens' constitutional voting rights and the realization of electoral justice. The analysis reveals that while current laws establish a formal foundation for democratic elections, their practical implementation faces significant challenges, including administrative discrepancies in voter registration, logistical hurdles, and the risk of structural intervention. Effective electoral justice requires robust institutional accountability, independent judicial review, and strict enforcement of legal sanctions against electoral fraud. This study proposes strengthening legislative regulations, enhancing transparency in election management, and fostering synergy among oversight bodies and law enforcement agencies. The findings contribute to constitutional law scholarship by demonstrating that safeguarding popular sovereignty relies heavily on the integration of responsive legal norms and uncompromised institutional integrity. For policymakers, this research provides concrete recommendations to reform electoral governance and secure the integrity of democratic processes.
