Abstract

This doctrinal legal research examines the national legal framework and institutional accountability mechanisms governing regional government transparency, focusing on the protection of citizens constitutional rights to information and the realization of administrative justice. The analysis reveals that while current laws establish a formal foundation for open governance, practical implementation faces significant administrative hurdles, institutional resistance, and oversight limitations. Effective administrative justice requires robust accountability, independent judicial review, and strict enforcement of legal sanctions against bureaucratic secrecy. This study proposes strengthening legislative regulations, enhancing transparency in public administration, and fostering synergy among oversight bodies and law enforcement agencies. The findings contribute to administrative law scholarship by demonstrating that safeguarding popular sovereignty relies heavily on the integration of responsive legal norms and uncompromised institutional integrity. For policymakers, this research provides concrete recommendations to reform regional governance and secure the integrity of democratic administrative processes.
