Procedural Certainty and Institutional Legitimacy in Managing Urban Citizen Disputes

This study examines the conceptual framework of legal implementation in managing urban social conflicts through the intersection of normative structures, institutional mechanisms, and actor interpretive processes. Using a qualitative literature review approach, the research synthesizes theoretical perspectives from legal sociology and institutional governance to explain how legal meanings are constructed and how institutional responses prevent conflict escalation. The analysis reveals that the effectiveness of legal implementation relies not merely on written regulations, but on procedural consistency, clear organizational authority, and equal access to resolution channels. Consistent administrative procedures and responsive public institutions foster legal orientation among citizens, encouraging them to pursue formal mechanisms rather than extra-legal actions. Furthermore, integrated inter-unit coordination and transparent communication play a pivotal role in mitigating uncertainty and curbing the escalation of urban disputes. Ultimately, this paper establishes a comprehensive theoretical model illustrating that sustainable urban order requires the alignment of institutional capacity, procedural justice, and social legitimacy.
